Zhou's question 11.18

The readings for this week is generally talking about how democracy works out in workplace and how decisions could be made through in democratic situations. I like the idea of participation in decision-making brought by Allen and Judd. It seems to me that in this kind of situation, information flow is not linear--one way top-down, but through democratic negotiation. I have two question about the participation in decision-making.
1) I am wondering in what kind of context can we see this communication style most. I assume that it is not suitable for all contexts. Can you give some examples of different contexts?
2) I noticed that even though in their study they eventually had 269 participants, all of those participants are from private universities. Just curious, if you could guess the reason why they did not choose any public school as their study objective?
